BRP is a component of "The Recovery Spending Watchdog" project, which is implemented by: the Center for Economic Strategy, the Institute of Economic Research and Policy Consulting, and the NGO Technology of Progress.
The goal of the project is to build an independent system of monitoring national budget expenditures and donor funds for Ukraine’s recovery, to analyze these costs and to engage citizens in recovery monitoring.
The project is financed by the European Union, and individual components by USAID, Prague Civil Society Center and KSE. All project participants are members of the RISE coalition.

10+ years experience in investment banking, 9+ years in public sector and civil society projects. Co-founder of the NGO "Technology of Progress" and co-head of the "damaged.in.ua" project. Head of the State Customs Service of Ukraine in 2019-2020 and First Deputy Minister of Economy in 2015-2019
Daria Kutsenko
Head of donor coordination of the project
Project Grant Manager from NGO ToP, involved in reporting processes and collaboration with international partners. Co-founder of NGO "Technology of Progress". Has over 10 years of experience in donor funding acquisition, and prior to that 8 years in finance and insurance.
Hnat Zabrodskyi
Chief lawyer of the project
Curator, lawyer with 10+ years of experience, institutional development specialist. He has worked on projects implemented in cooperation with the EBRD, Kyiv School of Economics, USAID, etc. He is fond of triathlon, ultra-long distance races, and the works of Oleksa Novakivskyi and Fedir Krychevskyi.
Vasyl Zadvorny
Head of IT-development of the project
18+ years of experience in digital business transformation, product management and government reforms. Former CEO of Prozorro, where he transformed the state-owned enterprise into a sustainable IT company and successfully transferred the e-procurement system from Amazon to the Ukrainian data center.
Maria Repko
Head of the "The Recovery Spending Watchdog" project
Deputy executive director of CES since 2015. She researches state policies aimed at ensuring macro-stability and development of capital markets - fiscal policy, monetary policy, financial sector policies.
Oleksandra Betliy
Project coordinator from the IER
The leading expert of the Institute of Economic Research and Policy Consulting, coordinates the activities of the IER in this project. Her area of interests includes everything related to GDP in general and public finances in particular.
Iryna Kosse
Senior project expert
Leading expert of the Institute of Economic Research and Policy Consulting. Her areas of interest include logistics, industry, infrastructure, problems of reconstruction and European integration.
Oksana Kuzyakiv
Project advisor, IER
Executive Director of IER. Oksana has over 20 years of experience in public policy research and analysis and over 10 years of experience in project development, capacity building and management in the NGO sector. Research interests: research on early warning indicators, research of business trends, structural reforms, SMEs and regional development.
Nataliia Kolesnichenko
Project advisor
Senior Economist at CES. She researches factors of economic development and state policy on business. For 10 years, she served as Deputy Head of the Economic Analysis Division at the Monetary Policy Department of the National Bank of Ukraine, where she was responsible for macro- and microanalysis of the Ukrainian economy.
Maksym Samoiliuk
Project advisor
Economist at CES. He researches issues of macrostability, monetary and fiscal policy. He is responsible for monthly economic reviews and Ukraine war economy tracker. Host of the Ukrainian-language podcast "What's up with the economy?".
Yana Okhrimenko
Project advisor
Senior Economist at CES. She researches economic and legal aspects of Ukraine's integration into the EU. Has over 5 years of experience in research and teaching at the University of Warsaw and Lazarski University (Poland). Author of academic papers on international and institutional economics. Holds a PhD in Economics and Finance.
Oleksandra Khovrak
Project advisor
Junior Economist at CES. Holds a Bachelor's degree from King's College London in Philosophy, Politics and Economics, with a focus on quantitative methods and development economics. Participates in British Parliamentary debates, where she has won a number of prestigious awards.
Zhanna Petrovska
Communications Manager
Communications manager with over 5 years of experience in the public and civil society sectors. Previously served as Communications Manager at the Ministry of Health, Ministry of Economy, and the National Agency on Corruption Prevention (NACP). Participant of the professional exchange program "Combating Government Corruption" (USA, 2024).
Yevhenia Vonsovska
Communications Expert
Has over two years of experience in communications, SMM, and PR for civil society organizations, media, and business projects. Creates social media content for NGOs and media outlets, and works with email marketing. Holds certifications in digital marketing and content creation.
Maksym Hamulets

A specialist with over five years of experience in law, data analytics, and risk management. Has held leadership and analytical positions in the civil society sector, business, and charitable organizations. Specializes in legal support, legal analysis, open data processing, and strategic consulting.
