What has changed in strategies and finances

The Ministry of Development of Communities, Territories and Infrastructure Policy is updating its approaches to regional development: a new strategy for 2028–2034 will take into account frontline territories. Already, 925 communities have their own strategies, which opens the way for investment. The "eRecovery" program has reached 100,000 families, with over 25 billion UAH in compensation provided. Additional funds are being provided by international partners: $200 million for frontline communities, €150 million from Belgium for energy, education, and healthcare.

How procurement is progressing

In the first quarter of 2025, 21,500 construction tenders were held for a total of 40 billion UAH. However, 78% of them were non-competitive. The most expensive tender was for road repairs in the Lviv region (1.46 billion UAH). The leading departments in terms of tender volume are those of the Dnipropetrovsk, Mykolaiv, and Kyiv regions.

Areas of recovery: medicine, education, demining

In the healthcare sector, over 1,000 facilities have already been restored to operation, including hospitals in the most affected regions. Educational institutions are also gradually being rebuilt: 676 schools, 399 kindergartens, and 83 universities have been transferred to the balance of communities. Meanwhile, humanitarian demining continues – over 200,000 hectares of territory have been cleared, with over 250 pieces of equipment and 87 certified operators actively working.

"eVidnovlennia" Program: 100,000 families have already received compensation

9.8 billion UAH has been allocated for repairs, with another 25 billion UAH for housing certificates for new homes. However, the number of applications is growing rapidly: new cases of damage are recorded daily in April. The average compensation for destroyed housing is 1.5 million UAH.

Money is available, but not being spent

In the first quarter of 2025, the Ministry of Development only used 1% of the planned annual budget for reconstruction. The reason for this is procedural delays and the slow pace of project implementation.
